On July 13, 2025, the USPS eliminated NDC entry discounts—a move that has fundamentally shifted how mail is inducted into the postal system.

For years, many mailers leveraged NDC entry to access discounts and streamline logistics. With those discounts gone, the incentive and ability to enter mail through distant network distribution centers has disappeared. Instead, much more mail is now being entered locally and at SCFs.

What This Means for Mailers

  • More Local Entry
    Instead of being consolidated and entered at NDCs, mail is now more commonly deposited directly into the local USPS network.
  • Fewer Transportation Efficiencies
    NDC consolidation often allowed for more predictable transportation flows. Local entry creates variability, depending on each USPS region’s operations and capacity.
  • In-Home Date Volatility
    The biggest consequence for marketers is the uncertainty of in-home dates. With mail entered locally, delivery times can fluctuate more widely from one region to another—making campaign timing harder to control. When in-home delivery dates vary by several days, the effectiveness of an integrated campaign can suffer.
